Error actually occurs because adobe flash player files are read-only and hidden.
Verified Solution 1-22-2013:
On windows XP machine, navigate to c:\windows\system32\macromed folder and set folder with all child
folders and files to non-read only, non-hidden.
Uninstall old flash player version.
Reinstall latest version.
